Torbay Council have adopted the Symphony Gazetteer Management solution from Aligned Assets to maintain its Local Street gazetteer (LSG). The Highways department maintain the LSG to help manage the Borough’s 516km of adopted highways. Torbay is a unitary Authority responsible for the coastal towns of Torquay, Brixham and Painton otherwise known as the ‘English Riviera’; providing a clean, safe and attractive street environment is essential for this popular tourist destination.
The National Street Gazetteer NSG is a definitive database of all streets in England and Wales. It is compiled from the LSGs prepared and maintained by highway authorities within local authorities, which have responsibility for the creation and maintenance of streets as well as the management of street works. Maintenance of the NSG is covered by the National Streetworks Register legislation and is a statutory requirement of local authorities. Highways authorities like Torbay upload their street gazetteers, along with Associated Street Data (ASD), to the NSG or hub. This enables third party organisations such as public utilities to meet their statutory requirements to provide the appropriate streetworks notifications.
The principle of gazetteers being created at source and then being used to update a central database hub has been proved over the last 6 years with the majority of Local Authorities submitting updates on a regular basis. The Local and National Gazetteers comply with BS7666 and provide a valuable source of reliable data to Council departments at the local level, and to utilities and the emergency services at the national level. The big gain however is in e-government where the localised gazetteers promise to cut down inter-departmental barriers and duplication of effort, improving efficiency and service delivery.
The Symphony Gazetteer Management system from Aligned Assets has been designed to enable Local Authorities to easily create and maintain both their Local Land and Property Gazetteers and their Local Street Gazetteers and the updates to the hubs. The Symphony Suite of products then goes further enabling direct linking with or publication of the data to other systems within a Local Authority that might want to reference the data facilitating e-Government.
