  Local Government and the UPRN

All local authorities across the country have, for the past several years, invested large amounts of time and money in creating their Local Land and Property Gazetteers (LLPG). These definitive address datasets all contain UPRNs and it is local government who are driving forward their wider use.

 

With their creation, local government can now start to utilise the power of the UPRN through their use across an authority.

 

 

Synchronisation of local authority departments

 

A single property (and its residents) can be serviced by numerous local authority departments throughout its lifetime - council tax, electoral services, waste management, education, revenues & benefits, library services, etc. The UPRN means that that single property is uniquely recorded and identified regardless of department.

 

There are two methods by which all departments can start taking advantage of UPRNs: populating their systems with data from the LLPG or using web services to call address data when required.

 

If the decision is to populate the systems, a local authority can use Symphony iMatch to first synchronise each systems' data with the LLPG. Once this is done, Symphony iExchange can be used to update those systems so that whenever there is a change in the LLPG, these changes will be automatically exported throughout the authority.

 

If the decision is to use web services to allow authority-wide access the LLPG then SinglePoint is the most efficient method of doing so. Not only does SinglePoint give all departments access to the UPRN, but importantly, by using the LLPG, these departments will no longer be required to pay licensing fees to third party suppliers of address data. Out of area data

 

For out of area data i.e. addresses that fall outside of their administrative boundaries, Local Authorities can use any of the AddressBase Products, available under the PSMA (Public Sector Mapping Agreement).

 

The AddressBase Products can greatly enhance the efficiency of a local authority and enable a method through which all property data, regardless of location can utilise the UPRN. This is essential for departments such as leisure and tourism, but even in education for example, on average 4% of school children live outside council areas. Local authorities can use Symphony SinglePoint to centrally hold the entirety of the AddressBase Products and give access to all via web services.
